Looking at a few nearby municipalities. The 2013 estimate is to the left. I have posted the 2012 numbers for comparison, posted to the right.
Palmetto Bay drops from an estimate increase of 2.18 in 2012 to a slight reduction in 2013 of 0.7%.

Coral Gables and Pinecrest remain strong. Cutler Bay has charged forward this year. New construction tells a story here (new construction includes renovations): Coral Gables leads the cities I have listed with $75 Million in new construction. Homestead $31 Million. Pinecrest $28 Million. Cutler Bay and South Miami lists $17 million. Palmetto Bay is far, far behind at only $2 million.

The preliminary estimate allows the local taxing authorities; the County, municipalities, Children's Trust, Library, Fire, Etc., to being their budget preparations in earnest.
There is usually a slight difference in the final numbers released in July.
What has happened to Palmetto Bay? It is a sad day when we can no longer keep pace with our neighbors.
